*New Service: GetProvisioningCertificateSignatureAlgorithms
This method is used to get the available signature algorithms of a PCID. One PCID can have multiple Provisioning Certificates with different signature algorithms available (-2 and -20).
This information shall be used by the MO to create the contract certificate according to the desired signature algorithm of the PCID.
